Measuring mental health performance - the KPI Framework

Associate Health Minister Jonathan Coleman has welcomed the roll out of an initiative to improve the quality of mental health and addiction services. The Key Performance Indicator Framework for Mental Health and Addiction Services was developed in 2007 with input from sector representatives. It focuses on sharing good practices between District Health Boards and promoting improvements in service delivery.

Nine DHBs and some non-government organisation partners took part in an 18-month live test of the framework. A benchmarking process was established to help DHBs compare their key performance data with a view to making improvements in service delivery. Following a successful test phase, the third phase of the project now includes all 20 DHBs.

The project builds on similar work conducted in Australia but the New Zealand programme has been designed specifically for New Zealand mental health and addiction services and addresses current important issues in the sector.


Office of the Director of Mental Health- Annual Report 2009

The fifth annual report of the Office of the Director of Mental Health is available on the Ministry of Health website.

The report comprises three sections: an overview of the legislative and service delivery contexts in which the Director of Mental Health Office operates; the work carried out by the Office in 2009; and statistical information.


Mental Health: Service use in New Zealand, 2007/08

In October 2010 the Ministry of Health published data extracted from the Mental Health Information National Collection reporting on service use in New Zealand covering the year ended 30 June 2008. The publication is available on the Ministry of Health website.

Key findings include:

        - District Health Boards saw 100,575 mental health clients in 2007/08
        - of clients seen in 2007/08, 20.6 percent identified themselves as Maori, 4.9 percent as Pacific peoples and 3.0 percent as Asian - slightly higher than the corresponding percentages in 2006/07
        - the most commonly used teams were community teams (54,504 clients) in 2007/08
        - general practitioners were the most common source of referrals in 2007/08 (21,243 clients)
        - clients of Asian ethnicity (22.5 days) and Pacific ethnicity (21.2 days) had longer average length of stays in inpatient facilities than Maori clients (16.3 days) and clients of other ethnicity (15.6 days)

PRIMHD software vendor expo

The NGO PRIMHD Vendor Expo was organised by Platform and the Ministry of Health on the 18th of August 2010. The expo was attended by NGO providers interested in what software vendors providing PRIMHD compliant files have on offer.

Third quarter results of DHB targets published

The third quarter DHB target reports are now available as downloads on the Ministry of Health website.

The targets focus on hospital performance: Shorter stays in Emergency Departments, Improved access to Elective Surgery, Shorter waits for Cancer Treatment Radiotherapy, Increased Immunisation, Better help for Smokers to Quit, and Better Diabetes and Cardiovascular Services.


Independent reporting of Health Information in Australia

The Australian Bureau of Health Information was established in September 2009 as a major initiative of the Australian government's 'Caring Together: The Health Action Plan for NSW' (http://healthactionplan.nsw.gov.au) to provide an independent and transparent system of reporting the quality, performance and effectiveness of NSW health services.

Independent reports will be available to the community and government, and the bureau will also provide doctors and nurses with information to enable them to compare the performance of their services in providing quality care to their patients.


Platform & PRIMHD

The Platform Trust is working with the Ministry of Health to promote the use and benefits of PRIMHD reporting for NGO providers. Platform is also working to support the PRIMHD Regional NGO Coordinators with the implementation process.
